With its
high concentration of China's intellectual resources and technical
personnel, the Haidan Science Park (HSP) has been described as China's Silicon Valley. Set up in 1988, the
HSP was China's first large-scale high-tech park. The past twelve
years have witnessed a rapid but healthy annual growth of over 30%.
Now regarded as the home of China's burgeoning high-tech industry, the
HSP has achieved a lot and has been gaining more and more global
attention.
We not
only have 56 universities, including China's two premier institutions,
Peking University and Tsinghua University, but also 232 research
institutes of various kinds lead by the Chinese Academy of Sciences.
Backed by this cluster of Universities and Institutes, the HSP has a
solid foundation for it's high-tech industries which now number over
6000, nearly 80% of which are IT industries. This illustrates the full
potential for the synergy created by the combined strength of
Universities, Research Institutes and high-tech industries working
together in the precinct.
A series
of preferential policies have been implemented to further promote the
development of high-tech industry and to attract both domestic and
foreign investment. Advanced communication infrastructure, featuring
Haidan e-government, and convenient transportation have made the HSP
an attractive place for business. The development has been carried out
while maintaining the location's beautiful environment which makes it
simply an attractive place to be.
Our mission is to promote the development of the capital's
knowledge based economy by improving the environment for innovation.
Our efforts are meant to be a model for the rest of the nation in this
new century.
A new service complex is now under construction in HSP. It will be
home to a large number of intermediary bodies serving the development
of the high-tech industry such as law firms, accounting firms,
investment management and consulting companies, etc. It will also be
the commercial centre of HSP.
HSP has set up business departments online to provide services for all
partners. For those partners that have obtained their land use
certificate through competitive bidding, HSP will provide consulting
services or act as their agent free of charge. They will go through
the required formalities regarding project formulation planning,
examination and approval of planning, acquisition of land transfer
right and certificates, public utilities guarantees, industrial and
commercial registration, formality for starting the construction, etc.
All of which will be completed within a set time frame.
With regard to relocation and infrastructure construction, HSP
promises to meet the requirements of resident enterprises on the
progress and quality of development and construction.
HSP is to be turned into a national pilot program for technological
innovation, a new paradigm for transforming research findings into
industrial production and nurturing hi-tech enterprises, a training
base for human resources of the highest quality as well as a world
class science and technology industrial park complete with a beautiful
environment, state of the art facilities, and convenient
transportation.
The following are two diagrams explaining the industrial and economic
structures.
